many people in the discord are asking “why there arent any plugins in the library”. to not let users confused and then unnecessarily asking that question in the discord server, it would be nice to show an big warning on the library page about the outage.

changing this to be: library pages should be removed from marketing page.
it is already removed from the dashboard.
