Add an attach image option in command trigger

This could be used to have the bot send an image of your choosing. This could benefit people trying to send an image anonymously or maybe having it send that image to an api to watermark it.

How can make a command that a user can attach a video and send that video to a specific channel in discord? I have a bot that can DM the user but would like a command for them to do attachments.
