Old versions are stored so we can audit them, should any issues arise. There is also the possibilty of allowing users to install older versions or roll back if they aren’t happy with an update, but that obviously hasn’t been implemented yet.
There is no reason that new versions can’t be cloned from an earlier (non-latest) version. Not exactly sure if there is a good use case, but it’s definitely possible.
@magicbotman I agree, it’s really good to keep all the older versions of plugins saved for many reasons!
